Shri Arif Mohammed Khan, the Hon’ble Governor of Bihar, is a distinguished statesman, reformist, and thought leader in Indian politics. Born on November 18th, 1951, in Bulandshahr, Uttar Pradesh, he pursued his education at Jamia Millia Islamia, Aligarh Muslim University, and Shia College, Lucknow University. Shri Arif Mohammed Khan began his political career in the 1970s as a Member of the Uttar Pradesh Legislative Assembly and later served as a Member of Parliament across multiple terms. He held ministerial positions in key departments, including Energy, Agriculture, Home Affairs, and Civil Aviation. Renowned for his progressive stance on social and religious reforms, he resigned from the Government in 1986 over the Shah Bano case, advocating for gender equality. He served as the Governor of Kerala (2019–2025) before assuming office as the 30th Governor of Bihar in 2025. A vocal advocate for education and women’s rights, Shri Arif Mohammed Khan continues to shape India’s socio-political landscape.

Shri Arif Mohammed Khan is the Hon’ble Governor of the State of Bihar in India. He was born in Bulandshahr, Uttar Pradesh, has been a prominent figure in Indian politics, known for his reformist views and dedication to public service. His educational journey took him through Jamia Millia School in Delhi, Aligarh Muslim University, and Shia College at the University of Lucknow, where he honed his leadership skills and developed a deep understanding of India’s socio-political landscape. Shri Arif Mohammed Khan’s political career commenced in the 1970s when he was elected as a Member of the Legislative Assembly in Uttar Pradesh at the age of 26. He later served as a Member of Parliament in the Lok Sabha, representing constituencies such as Kanpur and Bahraich. Throughout his tenure, he held various ministerial positions, including Deputy Minister of Information and Broadcasting, Minister of State for Agriculture, Energy, Industry, and Home Affairs, and Cabinet Minister for Energy and Civil Aviation.

A defining moment in Shri Arif Mohammed Khan’s career was his resignation from the Government led by Shri Rajiv Gandhi in 1986 over disagreements regarding the Muslim Personal Law Bill. He opposed the legislation that exempted Muslim men from providing maintenance to their divorced wives beyond the iddah period, viewing it as a step backward for women’s rights. This principled stand highlighted his commitment to progressive reforms within the Muslim community and underscored his advocacy for gender equality.

In September 2019, Shri Arif Mohammed Khan was appointed as the Governor of Kerala, where he served until January 2025. During his tenure, he was known for his proactive approach to governance and his willingness to engage in public discourse on contentious issues. Notably, during the 2022 Karnataka hijab controversy, Shri Arif Mohammed Khan welcomed the Karnataka High Court’s judgment that the hijab was not an essential Islamic practice. He argued that enforcing the hijab could limit Muslim women’s opportunities and confine them to traditional roles, thereby hindering their progress in modern society.

In January 2025, Shri Arif Mohammed Khan assumed the role of the 30th Governor of Bihar. His extensive political experience and reformist ideology have been instrumental in guiding the state’s governance. Khan continues to advocate for progressive reforms, emphasising the importance of education, women’s rights, and the need to reinterpret religious practices in the context of contemporary societal challenges.
